CATHERINE HELENE WHITCOMBE is a character on the series Harpers Falls. She is played by UK actress Penny Downie, best known for her role of Rachel Aldridge, Lady Sinderby, on the UK period drama, Downton Abbey.

As an old society friend of Lady Josephine St. Claire, Catherine Whitcombe has always been known for her wonderful nature, and her sense of style.
Catherine, born in Wells-Next-the-Sea, in the UK (the same place that Stephanie Whittman was born), had been a beautiful debutante in East Anglia, but she also knew the limitations of her life there. After finishing High, she moved to London, where she had become one of the most beautiful debutantes in the city.
Her style, grace and dignity made her the belle of London society. Despite that, she was never married. During her debutante days, she met Josephine, and they became friends. Catherine had once dated her brother, Anthony.
Despite their breakup, Catherine and Josephine (whom she calls Jo) are long-time best friends. Even though Catherine lives in a modest loft in the downtown area, she visits Josephine often and they spend most of their time together.
